Colleen is Senior Vice President at Citi Community Development, where she is responsible for developing a comprehensive small business/economic development strategy with a focus on access to capital. Prior to Citigroup, Colleen served as the Assistant Commissioner of Capital Access and Business Services at NYC Department of Small Business Services, where she expanded the agency’s public-private partnerships; created programs to help minority and women-owned small businesses secure capital and grow; and led the agency’s response to Hurricane Sandy, launching an emergency loan/grant program one week after the storm that distributed $20 million to impacted small businesses. Earlier in her career, Colleen worked for Manpower Demonstration Research Corporation, a public policy research firm, Citibank’s credit card division, J.P. Morgan Chase’s retail product development team and two telecommunications startups.
Colleen earned an M.B.A. in Finance and Marketing from New York University’s Stern School of Business and graduated Magna Cum Laude with a B.S. in Mathematics and Computer Science from Seton Hall University.
